FIRE BARRIERS BREACHED HORE THAN 7 DAYS
Dear Mr. Martin:
Fire barrier penetrations 31-36AE, 36(71/1)AA, and 3086 were not restored to operable stuus within the 7 days required by the Rancho Seco Technical Specifications.
The Sacramento Municipal Utility District hereby submits Special Report No. 89-06 in accordance with Technical Specification 3.14.6.2.

e SPECIAL REPORT NUMBER 89-06 Fire Barriers Breached More Than 7 Days Date of Occurrence February 26, 1989 Plant Conditions at Time of Occurrence The plant was at cold shutdown.
Identification of Occurrence Fire barrier penetrations 31-36AE, 36(71/1)AA, and 3086 were not restored to operable status within the 7 days required by the Rancho Seco Technical Specifications.
Description of Occurrence The fire barrier penetrations were breached while pulling temporary cables in support of Special Test Procedure (STP) 1218, " Diesel Generator G-886A 24 Hour and Load Rejection Test." The delay in restoring the fire barrier penetrations to operable status was due to the length of time required to perform the STP.
Corrective Action Taken An hourly firewatch was previously posted in the area and satisfied the Technical Specification 3.14.6 requirement for the deficiency.
The fire barrier penetrations were restored to operable status on March 2, 1989.
