1.1 The purpose of this Section is to defir.e responsibilities of the Operations Manager.

2.0 GENERAL l 2.1 The Operations Department is led by the Operations Manager, i

2.1.1 The Operations Department consists of the:

a. Operations Shifts
b. Operational Support 2.2 The Operations Manager:
1. Is a member of the Unit Director's staff.
2. Has overall responsibility for plant operations.

2.3 The Assistant Operations Manager is a direct report to the Operations Manager.

- 2,4 The Shift Managers are direct reports to the Assistant Operations Manager.

3.0 RESPONSIBILITIES 3.1 lf the Operations Manager does not hold a senior reactor operator license for Millstone Unit No.1, then the Operations Manager shall have held a senior reactor operation license at a boiling water reactor, and the Assistant Operations Manager shall hold a senior reactor operator license for Millstone Unit 1.

3.2 The Operations Manager shall perform or ensure performance of the following:

1. Resolve activities and distractions that could adversely impact an Operator's responsibility for safe plant operation.
2. Implement mechanisms to enable Operations personnel to comply with the requirements of this Manualin a safe and efficient manner.

3. Ensure that special training is provided to Operations crew personnel whenever unique or seldom encountereo operating evaluations are planned, when practical.

4. Plan overall Operations Department activities in cooperation with the Unit Director in order to implement station goals in accordance with the Operations business plan.
5. Develop and prepare operating orders, designated procedures, and instructions to ensure safe and reliable operation of plant equipment and systems.
6. Ensure the plant is operated in accordance with applicable:
a. Regulatory requirements
b. Safety requirements
c. Company requirements for Operations
d. ALARA concepts
e. Good operating practices
7. Keep the Director, Unit Operations, informed of the status of the plant,
8. Ensure the required operational testing is performed in a timely and proper manner.
9. Provide guidance and direction to Shift Management to ensure that approved Operating Procedures and practices are followed and the required quality and quantity of work is achieved.
10. Communicate with Convex regarding Station Operations.
11. Implement performance management for the Operations Department in accordance with the Performance Planning and LINKS program.
12. Ensure the qualification status of Operations Department personnel is sufficient to support station operations.
13. Provide observation and direction to the Training Department concerning the content and performance of training and requalification programs for Operations Shift Team persennel. Approve and periodically review Operator training programs developed by the Training Department. Monitor development and implementatien of on-the-job training programs.

14. Ensure that Operators receive training in and adhere to appropriate radiological protection procedures and ALARA principles. Monitcr programs to minimize the:

a. Individual and collective radiation exposures received si ' the plant operating staff,
b. Spread of radioact:ve contamination in the plant.
c. Generation of solid radioactive waste by Operators.
15. Promote safe working conditions and practices for Operations Department personnel by proper instruction in the maintenance of tools, equipment, and work l areas.
a. Ensure that Operations Department personnel receive the required instructions concerning industrial safety.
16. Promote good housekeeping by periodically inspecting plant areas.
17. Periodically assess the performance of the Operations Department in accordance with INPO criteria and regulatory requirements in order to self-identify needs for improvement.
18. Keep Unit Director informed of qualifications and performance of Operations Department personnel.
19. Provide authorization to take the reactor critical as specified in plant procedures.
20. Ensure, for system configuration control, that SRO-licensed individual cognizant of activities performed during a shutdown reviews and designates system lineups to be performed prior to and during plant startup.
