Transmittal of Draf t Cocy of the Evaluation on Uelding for Sequoyah Units 1 and 2 l

Enclosed.is a craft copy of the staff safety evaluation on welding for Sequoyah, Units 1 and 2. The staff intends to incorporate this evaluation into the Safety Evaluation Report (SER) en Volurre 2 of Nuclear Perfomance Plan which addresses Sequoyah. The purpose of this letter is to transmit the encloseo evaluation and request that the Tennessee Valley Authority (TVA) respond to the ccen issues identified in the report.

TVA should pay particular attention to the folicwing:

(1) Confirm that the remaining two irregularities identified in Inspection Report Nos. 50-327/86-33 and 50-328/86-33 are encompassed in ycur on-going program for the reconciliation of drawings as discussed in Section III, 3.0 of Volurre 2. (See page 11)

(2) Identify how the TVA welding program will be revised to meet the ao-plicable requirements 10 CFR 50, Appendix 8 and the TVA topical quality assurance program. (See page 12 and 13)

(3) Prior to restart, provide the TVA position on the augmented ten-year inservice inscection program as described in the "Recormendations" section of the report. (See cage 17)

(4) Discuss how TVA plans to address those additional staff recontendations identified on page 18 of the evaluation.

In order for the staff to suppcrt the projected restart date for Sequoyah, TVA should provide the additional informatter within three weeks of the date of this letter. Any items which affect the Sequoyah Nuclear Performance Flen should be provided under oath or a#firmation as revised pages to the Plan.

If you can not meet this date, you should provide your proposed schedule in writing within seven days cf the date of this letter.
