SUBJECT:

'NRC BULLETIN 85-01, WESTINGHOUSE STEAM GEhERATCR TLEE PECHANICAL y

PLUGS (FPA X9-01) (TAC 73203, 73204) - SE0b0YAH NUCLEAR PLANT, LNITS 1 AhD 2 hThe NRC staff issuec Bulletin 89-01, " Failure of Westinghouse Steam Generator Tube Mechanical Plugs," on May. 15, 1989.

This bulletin requested ~ycu to

' determine whether certain nechanical plugs supplied by Westinghouse are..

. installed-in the..stearr generators at Sequoyah, Units 1 and 2 and, if so, that an l action: plan-be; implemented to ensure that these plugs will continue to provide adequate' assurance cf reactor ccolant system pressure bounda'ry. integrity under ncrmal;cperating, transient, and accident conditions Lt.til these plugs'can be replaced or repaired.

You provicea the response to this bulletin for Sequoyah, Units 1 erc 2 in your letter dated June 12, ~1989. : Of the 126 plugs installed

in the Unit I steam generators,.100 are from one susceptible heat number-(i.e.,

. heat' number 4523).

You stated that the life expectancy of these 100 plugs will allow-Unit 1 to operate until its upcoming Cycle 4 refueling outage when these plugs 'will be replaced or repaired. For.Sequoyah, Unit 2, none of the steam generators' have plugs' in service with a susceptible heat number.

We have reviewed your response to NRC Bulletin E9-01 fcr Sequoyah and conclude that it is acceptable except for one item: You do not explicitly consnit to L

. refrain from installing any Westinghouse mechanical tute plugs with~the sus-ceptible. heat numbers in the Unit 2 steam generators.

This is Item 2.d of this bulletin.- Because you have made this commitment for the Unit I steam generators, we are assuming that this committment'is implicit for Unit 2.

You are requested to infonn us if this assumption is incorrect within 30 cays of the receipt of this letter.

This closes out our review cf your response to Bulletir 89-01 for Sequoyah,

- 3e' This. review is Multi-plant Action (MPA) X9-01.
