Docket Nos. 50-327 and 50-328 i
l Mr. Oliver D. Kingsley, Jr.
I Senior Vice President, Nuclear Power Tennessee Valley Authority 6N 38A Lookout Place 1101 Market Street Chattanooga, Tennessee 37402-2801
Dear Mr. Kingsley:
l SUBJECT:
ESSENTIAL RAW COOLING WATER PUMPHOUSE FOUNDATION AND ROADWAY ACCESS CELLS (TAC - R00488/R00489)
In your letters. dated October 20 and December 28 1988, you provided the plan to close out Unresolved Items 88-12-05 and 88-12-09, on the essential raw cooling water pumphouse foundation and roadway access, in Inspection Report 50-327/50-328/88-12.
The inspection report was issued June 24, 1988.
This plan was accepted by the staff in its summary of the meeting of November 28, 1988. The summary of this meeting was issued on January 27, 1989.
In your letter dated July 10, 1989, you provided (1) the schedule for complet-ing work in the plan and (2) two refinements of the original plan. The schedule for the Tennessee Valley Authority (TVA) to start drilling the roadway access cells was July 2^, 1989. Completion of this drilling is expected approximately one month later.
The drilling would then start in Element D of the pumphouse foundation on approximately August 28, 1989. Completion of this drilling is expected by approximately October 16, 1989.
The two refinements of the original plan involve the definition of the grouting pressure to be used for the pumping station and the hole drilling depth into rock. A maximum grouting pressure has been established in the pumphouse foundation of 15 pounds per square inch at elevation 625.0 feet, the bottom of
.the intake liner.
This, you state, will ensure that grouting does not develop pressures exceeding the calculated allowable stress for the steel intake liner.
TVA will drill five feet into sound rock at each location to investigate the concrete / rock interface. You stated that coring five feet into sound rock will provide sufficient information for evaluating the interface to meet the plan re.; air %ents.

We have reviewed the schedule for completing work in the plan and two refine-ments in the original plan. We conclude that'they both are acceptable. We may have an inspector visit the Sequoyah site to observe the drilling in the-roadway cells and/or the pumping station.
