UNIT-? CYCLE 5 RADIAL PEAKINC FACTOR LIMIT REPORT - SEQUOYAH NUCLEAR PLANT, UNIT 2 By letter dated October 23,1990, you submitted the Unit 2 Operating Cycle 5 radial peaking factor limit' report, in accordance with Technical Specification i

(TS) 6.9.1.14. - This report provides corrected cycle dependent W(Z) functions that account for power distribution transients in the heat flux hot channel fector during normal power operation. The TS 6.9.1.14 requires that the radial peaking' factor limit' report be submitted at least 60 days prior to the date the values would be effective and this report does not meet this 1

requirenent.. Unit 2 is presently restarting from its Cycle 4 refueling outage.

You requested relief from the 60-day requirement in TS 6.9.1.4.

.The report is for Operating Cycle 5 and accounts for the redesign of the Unit 2 corc'during the current Unit ? Cycle 4 refueling outage. The core was

' redesigned because of the removal and replacement of several fuel assemblies that were found to contain leaking. fuel rods during the refueling outage.

1 The need to recalculate the W(2) function for the redesigned core during the l

refueling outage precluded the submittal of the report 60 days prior to initial core criticality during the restart from the refueling outage.

We have evaluated the justification for your request to accept these radial peaking factor limit reports in a time frame shorter than specified in TS 6.9.1.14.

In accordance with TS 6.9.1.14, we exempt you from the

' requirement in TS 6.9.1.14 to submit the specific report for Unit 2 Operating Cycle 5 at least 60 days prior to the date the values would become effective.

Your justification for susmitting this report late is acceptable.

These reports are' examples of-cycle specific parameters addressed in the M

Technical Specifications that may change with a core reload in e refueling outage. Generic Letter (GL) 88-16 was issued by letter _ dated October 4,1988 to address the removal of cycle-s secific parameters from the Technical Specifications. The proposed tecinical specifications in the GL remove the requirement for a report 60 days prior to_ core criticality in the restart from a refueling outage. :You should review the GL and consider if the Sequoyah Technical Specifications should be amended.
