CHANGES IN TVA COMMITMENT' COMPLETION DATES (TAC N05. R00419/R00420) -

SEQUOYAH NUCLEAR PLANT, UNITS-1 AND ?-

We are concerned about your recent letters revising dates for implementation of comitments made to the NRC by the Tennessee Valley' Authority (TVA) to justify the restart'of the Sequoyah units in 1988. Two letters dated July 2, 1990 have revised the completion dates for the following important Sequoyah.

(1) the Q-list of critical structures, systems, and components; and 1ssues:

(2) the completion of the TVA welding project program.

For the Q-list, as discussed-in Inspection Report 50-327, 50-328/86-11 dated April 22, 1986, the original comitment was to have the document issued and implemented within three months of the restart of the units. The staff con-cluded that the Q-list was not a requireiwent for the restart and operation-of the units, in part because the implementation of the Q-list would soon follow the restart of the units. Since then, there has been a~ succession of revisions to the original comitment culminating in your letter dated July 2, 1990. In that letter, you discussed the problems that you concluded would-a cause unnecessary and costly delays in replanning maintenance, modification, outage-related activities and associated unnecessary revision of procedures if-the Q-list were implemented as it presently exists.

For the TVA welding project program, the original' Phase I and Phase II of the program have been ompleted at Sr uoyah.

In your letter dated August 25, 1989 which submitted thiTVA Welding Project Final Report, you identified a new Phase III in the Report which included the consolidation of-this )rogram into a corporate standard to provide a unified TVA welding program and t1e issuance of site implementing procedures.

In the August 25, 1989 letter, you committed to this consolidation into a corporate. standard by January 15, 1990 and the issuance of site implementing procedures within 90 days as required thereafter in accordance with corporate standards program procedures. The Janu <y 'i5, 1990 comitment was changed to March 30, 1990 in your letter dated January 12, 1990 and, althcugh the corporate. standard was completed by March 30, 1990, the site implementing procedures were not issued within 90 days as required by you+

part of.the resolution of the welding concerns raised at Sequoyah that the-TVA

-welding project program is' addressing. -Therefore, Phase III needs:to bet completed as soon as' practicable.

In the July 2, 1990 letter, you did.not provide any details why the site implementing procedures which will contain the=

. late as-January 2,1991.

Your original commitments-I were to have the Q. List and the Weldin Project Final Report site implementing-

i procedures completed by February 1989 i.e., three months after the Unit 1 I

restart in November 1988) and April 1990 (i.e., 90 days' after the Januery 15,

~1990), respectively, but revisions to these completion dates have now delayed completion of the conmitments to January 2,1991 for.the implementation date of; the Welding Project Final Report and January 4,1991 for the:implen.entation of H

the Q. list.

You are requested to provide within 45 day', of rece'et of this letter a; listing of all the commitments which TVA made to justify the restart of Units l'and 2 in 1988 that have not been completed to date.

In the-listing, please provide i

the following information:

(1) the connitment, (2) the original committed-to.

completion date, (3) the status of these commitments, and (4) the. current i

expected completion date. You are also requested to provide the reasons why the site implen.enting procedures for the TVA Welding Project Final: Report have not yet been issued.
