GENERIC LETTER 83-28,) ITEM 2.2.2, VENDOR INTERFACE FOR SAFETY-R CCMPONENTS(MPAB-086 (TACNOS. 53716/53717) - SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 By letter dated July 8, 1983, the NRC staff issued Generic Letter (GL) 83-28,

" Required Actions Based on Generic Implications of Salem ATWS Events." This GL addressed actions to be taken which assured that a con.prehensive program 1

of preventative maintenance and surveillance testing is implemented for reactor trip t'reakers (RTB).

Item 2.2 of GL 83-28 " Equipment Classification and VendorInterface-(ProgramsFcrAllSafety-RelatedComponents),"addressesthe programs for assuring that (1). all corponents necessary for accomplishing required safety-related functions are properly identified in' documents, procedures, and inforn.ation handling systems that are used to control safety-related plant activities (Item 2.2.1.) and (2) vendor information for safety-related conponents iscomplete, current,andcontrolled(Item 2.2.2.).

The staff's Safety Evaluation eccepting your programs for Sequoyah for Item 2.2.1 was issued in its letter dated June 1, 1989.

For Item 2.1.2, you have submitted information on the vendor interface for safety-related conponents at Sequoyah in letters dated May 31, 1985 and

February 7,1990..In the latter letter, you stated that a corporate standard will-be written describing the vendor manual control progran to standardize the site activities and functions related to vendor information on safety-related components. Thestandardwill.(1)incorporatetheguidanceinNUTAC/VETIP (INP0 84-010)

INP0 Good Practice 87-009, and the guidance provided in NRC letter dated February 11,1987,and-(2)beissuedbyJuly 31, 1990.

The staff has recently issued GL 90-03, "Pelaxation of Staff Position In Generic Letter 83-28, Item 2.2 Part 2, Venoor Interface For Safety-Related Components," dated March 20, 1990. The GL concluded that an acceptable vendor interface program for safety-related con.ponents should include the following:

(1) a program with the applicable nuclear steam supply system (NSSS) vendor as described in VETIP for NSSS safety-related componants and (2) a program of periodic contacts with the other vendors of other Pey safety-related components.

The GL requested that you have the current vendor interface programs at Sequoyah E

reviewed and modified as necessary to assure that these interface elen:ents are met. You were requested to reply to the GL within 180 days of receipt of the GL.
