TS 2.0 - Safety Limits TS 3.3.1 - Reactor Trip System Instrumentation TS 3.4.1 - Reactor Coolant System (RCS) Pressure, Temperature, and Flow Departure from Nucleate Boiling (DNB) Limits i Pursuant to 10CFR50.90, this letter submits license amendment requests (LAR) for the McGuire Nuclear Station Facility Operating Licenses (FOL), NPF-9 and NPF-17, Appendix A (Technical k Specifications) and Catawba Nuclear Station FOL, NPF-35 and NPF-52, Appendix A (Technical Specifications). The proposed changes will revise the Technical Specifications as follows:

l Figure 2.1.1-1: The Safety Limit curves are revised due to j the proposed change'in minimum RCS total flow rate limit of l 390,000 gpm in Figure 3.4.1-1. Note that in a LAR dated July 22, 1998, which has not been approved by the NRC, Duke proposed a change to this figure. The change was proposed to ,

accommodate the future use of Westinghouse Fuel at McGuire and Catawba Nuclear Stations. The proposed change in this f LAR supersedes the proposed change in the July 22, 1998 LAR for this figure.

Table 3.3.1-1 (McGuire only): The trip setpoint and allowable value for Function 10, RCS Flow - Low, are reduced from 91% p(

to 88% and from 90% to 87%, respectively to preclude spurious ,O reactor trips that might occur following the increase in the minimum RCS total flow rate limit due to normal flow noise l and the lower flow indication historically observed in Loop A at McGuire Unit 1.

15 DNB transients. 'The Bases of TS 3.4.1 is revised to reflect these temperature and pressure assumptions.

. Figure 3.4.1-1: This figure is deleted due to its revised content being relocated to CONDITIONS B and C and Table 3.4.1-1 of TS 3.4.1. The minimum RCS total flow rate limit is increased to 390,000 gpm, from 382,000 gpm for McGuire Units 1 and 2 and Catawba Unit 1, and from 385,000 gpm for Catawba Unit 2. The proposed minimum RCS total flow rate limit is relocated to Table 3.4.1-1. The increase in RCS total flow rate limit for McGuire Units 1 and 2 and Catawba Unit 1 is due to replacement steam generators and elbow tap flow-measuring method. The increase in RCS total flow rate limit for Catawba Unit 2 is due to. elbow tap flow measuring ,

method and existing minimum steam generator tube plugging.

In addition, the power / flow tradeoff stairstep in Figure 3.4.1-1 is revised to allow operation with a 2% core power reduction in the event that the measured RCS total flow rate falls between 390,000 gpm and 386,100 gpm (a 1% flow deficit). The proposed. power / flow tradeoff is relocated to CONDITION B of TS 3.4.1. The Bases of TS 3.3.1 and TS 3.4.1 are-revised to reflect the proposed changes to Figure 3.4.1-1, Table 3.4.1-1, and CONDITIONS B and C.

The existing safety analyses for UFSAR Chapter 15 DNB limited accidents are potentially unbounded under the operating conditions associated with the stair step portion of the curve.

This issue was previously communicated to the Nuclear Regulatory Commission by Licensee Event Reports 369/97-10 (McGuire) and 413/97-007 (Catawba). Appropriate administrative controls have been in-place at McGuire and Catawba to prevent the use of the stair step portion. This submittal resolves this issue.  !

This amendment package contains the following:

Attachment la provides a marked copy of the current McGuire Technical Specifications showing the proposed changes.

Attachment 2a provides the proposed new McGuire Technical Specifications.

Attachment 2b provides the proposed new Catawba Technical Specifications.

Attachment 3 provides a Description of the Proposed Changes and Technical Justification.

Pursuant to 10CFR50.92, Attachment 4 documents the determination that the amendment contains No Significant Hazards Considerations.

Pursuant to 10CFR51.22 (c) (9) , Attachment 5 provides the basis for the categorical exclusion from performing an Environmental Assessment / Impact Statement.

Implementation of these amendments to the McGuire and Catawba Facility Operating Licenses and Technical Specifications will impact the McGuire and Catawba UFSAR. Changes to the UFSAR will be submitted per 10CFR50.71(e) requirements. NRC approval of these LARs is requested to be as timely as possible because Figure 3.4.1-1 is presently non-conservative.

Duke requests a 60-days implementation period upon NRC approval of these amendments.  !

In accordance with Duke administrative procedures and the Quality Assurance Program Topical Report, these proposed amendments have been previously reviewed and approved by the McGuire and Catawba Plant Operations Review Committees and the Duke Corporate Nuclear Safety Review Board. Pursuant to 10CFR50.91, copies of these proposed amendments are being sent to the States of North and South Carolina.
