Catawba Nuclear Station Docket Numbers 50-413 and -414 Technical Specification Revision to Implement Revised 10 CFR.50 Appendix J Attached is a proposed change to Catawba Nuclear Station's Technical Specifications, to. implement the performanced-based containment leak rate' testing (CLRT) requirements of 10 CFR 50 Appendix J, Option B.

Note that the proposed change incorporates only the provisions of Option B that apply to Type A (containment) testing.

Changes to implement the Type B and C testing provisions

.of Option B will be' developed in conjunction with Catawba's conversion to Improved Standard Technical Specifications; ISTS are scheduled to be submitted to the NRC in January, 1997.

The proposed (mark-up) changes to Technical Specifications are included in Attachment I, as well as new original pages.

Note that the'new original pages have been providad in a unit-specific format; an amendment to create a separate Technical Specification

. volume for each unit is currently under review by the NRC staff, and is' expected to be approved shortly.

A detailed description of the changes'and their Technical Justification are provided in Attachment II. Attachment III contains an analysis which supports a finding of No.Significant Hazards, and an environmental assessment.

This proposed' change,.which is applicable to Units 1 and 2 of Catawba Nuclear'Stationi has been reviewed by the PlantjOperations

/ Review Committee and the corporate Nuclear. Safety Review' Board.,

4 lIt is requested that-this proposed change be approved by May 15, 1996,ito obviate.the need to perform a CLRT during the upcoming Unit 1/ refueling otitage, lEOC9.
