Actuation Instrumentation TS 3.3.8, Auxiliary Building Filtered Ventilation Exhaust System (ABFVES) Actuation Instrumentation TS 3.7.10, Control Room Area Ventilation System (CRAVS) l TAC Numbers MA4950 and MA4951 Pursuar.t to 10 CFR 50.90, this letter submits a license amendment request (LAR)-for the Catawba Nuclear Station FOL and TS. This amendraent applies to the TS for the CRAVS Actuation Instrumentation, the ABFVES Actuation Instrumentation, and the .

CRAVS itself. The changes being proposed by Duke Energy j Corporation in the LAR will delete the TS for the CRAVS and ABFVES j Actuation Instrumentation and add a note to the TS for the CRAVS  !

concerning the chlorine protection function. i i

The circumstances surrounding this LAR were discussed with the NRC l in a telephone conference call on March 11, 1999, during which Catawba requested, and NRC subsequently granted, enforcement  !

discretion for TS 3.3.7 and 3.3.8. The enforcement discretion i request was transmitted to NRC separately on March 11, 1999.

Attachment 1 provides a marked copy of the current TS and Bases, showing the proposed changes.

. Attachment 3 provides a Description of the Proposed Changes and Technical Justification.

Pursuant to 10 CFR 50.92, Attachment 4 documents the determination that the amendment contains No Significant Hazards Considerations.

- Pursuant to 10 CFR 51.22 (c) (9) , Attachment 5 provides the basis for the crtegorical exclusion from performing an Environmental Assessment / Impact Statement.

Implementation of this amendment to the Catawba FOL'and TS will require clarifying changes to the. Catawba Updated Final Safety Analysis Report (UFSAR).

In accordance with Duke administrative procedures and the Quality Assurance Program Topical Report, this proposed amendment has been previously reviewed and approved by the Catawba. Plant Operations Review Committee and the Duke Corporate Nuclear Safety Review Board.

Pursuant to 10-CFR 50.91, a copy of this proposed amendment is being sent to the appropriate state official.
