. Technical Specification Change to Allow Natural Circulation Testing Pursuant to 10 CFR 50.90, attached is a proposed one-time revision to Technical Specification 3/4.1.2.

This change will facilitate natural circulation testing in Mode 3 following steam generator replacement for Catawba Unit 1.

Duke Power is requesting review and approval of these changes by October 1, 1997. contains the marked up Technical Specification pages (as well as revised originals) and Attachment 2 contains 1

the Technical Justification, No Significant Hazards Analysis L

and Environmental Impact Assessment.

Since the requested

change is for a one-time operation, the Updated Final Safety Analysis Report will not be impacted.

Pursuant to 10 CFR 50.91(b) (1), a copy of this amendment

request has been provided to the appropriate South Carolina state officials.

i These proposed changes have been reviewed and approved by the Catawba Plant Operations Review Committee and the corporate

Nuclear Safety Review Board.
