Duke Energy Corporation Catawba Nuclear Station Units 1 and 2 Docket Nos. 50-413, 50-414 Proposed Amendment to the Reactor Coolant System Technical Specifications for Pressure / Temperature Limits, Overpressure Protection, and Reactor Vessel Material Surveillance Program Pursuant to 10CFR50.90, Duke Energy Corporation is requesting an amendment to the Catawba Nuclear Station Facility Operating License and Technical Specifications.

This amendment applies to the Technical Specifications requirements for the Reactor Coolant System Pressure and Temperature Limits, the Reactor Coolant System Overpressure Protection System, and the Reactor Vessel Material Surveillance Program. Included in this amendment are updated Reactor Coolant System Heatup and Cooldown Limitation Curves for both Catawba Units 1 and 2 through 15 Effective Full Power Years (EFPY) . These updated curves were developed by the Westinghouse Corporation as part of reactor vessel surveillance capsule topical reports WCAP-13720 and WCAP-13875 which have been previously submitted to the NRC.

The proposed amendment for conversion of the current Catawba Technical Specifications to the Catawba Improved Technical Specifications was submitted to the NRC by Duke letter dated May 27, 1997. The changes proposed in this amendment will apply to both the current Catawba Technical Specifications and the Catawba Improved Technical Specifications.

Consequently, as described below, this amendment package contains the affected pages from both versions of the I

Implementation of this amendment to the Catawba Facility Operating License and Technical Specifications will impact the Catawba UFSAR. Necessary changes will be made in accordance with 10CFR50.71(e).

The service period of the heatup and cooldown curves contained in the current Catawba Technical Specifications expires after 10 EFPY. Therefore, Duke Energy Corporation is 4

requesting that tne NRC review and approve this amendment request by March 1, 1998, since it is projected that Catawba Unit 1 will achieve 10 EFPY shortly after this date.

Additionally, since this amendment will impact a number of important station procedures and operating practices, Duke is requesting that the NRC grant an implementation grace period of 60 days from the date of approval. It is felt that the NRC's normal allowance of 30 days will not allow sufficient time to complete the necessary revisions in an orderly manner.

In accordance with Duke administrative procedures and the Quality Assurance Program Topical Report, this proposed amendment has been previously reviewed and approved by the Catawba Plant Operations Review Committee and the Duke

, Corporate Nuclear Safety Review Board.

Pursuant to 10CFR50.91, a copy of this proposed amendment is being sent to the State of South Carolina.
