Duke Power Company Catawba Nuclear Station, Units 1 and 2 Docket Nos. 50-413, 50-414 Proposed Amendment to the Standby Shutdown System Technical Specifications Pursuant to 10 CFR 50.90, Duke Power is requesting an amendment to the Catawba Nuclear Station Facility Operating License and Technical Specifications (TS).
This license amendment request applies to the Technical Specifications containing the Standby Shutdown System surveillance requirements.
Duke is proposing that TS 4.7.13.3a.2 be removed from the Catawba TS. This surveillance requirement specifies a 112,320 gallon minimum volume of borated water be available to supply the Standby Makeup Pump (SMP). This surveillance requirement has been determined to be unnecessary. An adequate supply to the SMP is assured by having 23 feet of water above the irradiated fuel in the Spent Fuel Storage Pool, as required by existing TS 4.7.13.3a.1 and 3.9.10.
The contents of this amendment package are as follows: provides a marked copy of the current TS for Catawba Units 1 and 2 showing the proposed changes. provides the proposed new TS pages for Catawba Units 1 and 2. provides a Description of the Proposed Changes and Technical Justification.
Pursuant to 10CFR50.92, Attachment 4 documents the determination that the proposed amendment contains No Significant Hazards Consideration.

'A May 27, 1997 Page 2 Pursuant to 10CFR51.22 (c) (9), Attachment 5 provides the basis for the categorical exclusion from performing an Environmental Assessment / Impact Statement.
Implementation of this amendment to the TS will not impact the Catawba Updated Final Safety Analysis Report.
In accordance with Duke administrative procedures and the Quality Assurance Program Topical Report, this amendment request has been previously reviewed and approved by the Catawba Plant Operations Review Committee and the Duke Corporate Nuclear Safety Review Board.
Pursuant to 10CFR50.91, a copy of this license amendment request is being sent to the South Carolina Department of Health and Environmental Control for review, and as deemed necessary and appropriate, subsequent consultation with the NRC Staff.
