" Improved Technical Specifications Conversion Guidance," dated August 1996 Pursuant to Title 10, Code of Federal Regulations, Part 50, Section 90 (10 CFR 50.90), Duke Power Company proposes to j
amend Appendix A, Technical Specifications, for Facility Operating Licenses NPF-35 and NPF-52 for Catawba Nuclear Station, Units 1 and 2.
By letter dated August 17, 1995 (Reference 1), Duke Power Company notified the United States Nuclear Regulatory Commission (NRC) Staff of its intent to convert the current Technical Specifications (CTS) to be consistent with the Improved Standard Technical Specifications (ISTS) (Reference 2).
The proposed.tcense amendment request to convert the Catawba CTS to the Catawba Improved Technical Specifications (ITS) is provided in volumes enclosed with this letter.
The proposed license mnendment request was prepared considering the guidance of NEI 96-06 (Reference 3).
NEI 96-06 was issued after the start of the ITS project, thus the format of the attached ITS material may differ from the NEI 96-06 l
guidance.

A detailed description of the contents and organization of the proposed license amendment request is described below:,
" Synopsis of the Proposed License Amendment Request," describes the organization and content of the enclosed volumes-.
- , " Differences Between Catawba Units 1 and 2,"
lists the Technical Specification differences between the two units.
The proposed license amendment request maintains the Technical Specifications in separate documents.
l, " Existing Catawba License Amendment Requests Incorporated into the ITS," provides a listing of all currently docketed license amendment requests that have been incorporated into this ITS license amendment request.
" Disposition of Generic Changes to NUREG-1431,"
provides a listing of the pending and approved changes to the ISTS as of the date of this submittal.
A disposition is provided for each generic change identifying the impact on i
this license amendment request.
" List of Beyond Scope Changes," provides a listing of those changes incorporated into this license amendment request that are different than both CTS and ISTS.,
" List of Beyond Scope Bracketed Changes,"
provides a listing of those changes to CTS parameters beyond those needed to conferm with the ISTS.,
" CTS Requirements Relocated to Other Licensee Controlled Documents," provides a listing of the relocated CTS requirements, the proposed initial location of the relocated item, and the control mechanism applicable to the relocated item.
Implementation of the Catawba ITS will require the performance of a number of new ITS surveillance requirements.
Duke Power Company intends to treat these new requirements as being " met" at the time of implementation, with the first performance of these new surveillance requirements scheduled to be completed within the required interval from the date of implementation.

Any revisions to the Catawba Updated Final Safety Analysis

Report (UFSAR) required as a result of this proposed license i
amendment request will be made in accordance with 10 CFR j
50.71(e).
l The planned implementation date is January 1999.
The actual 1
implementation date may vary based on NRC approval, the time l
required for. procedure revisions, the development of new programs, training schedules for both licensed and non-licensed operators, and the' timing of implementation with j
respect to scheduled refueling outages.
Duke Power Company requires 6 months after issuance of the Safety Evaluation to implement this proposed license amendment request at Catawba.
4 This amendment request has been reviewed and approved by the j
Catawba Plant Operations Review Committee and the corporate j'
Nuclear Safety Review Board.
