Dear Sir:

Pursuant to 10CFR50.4 and 10CFR50.91(6), please find attached (Attachment 1) the proposed niggni license amendment to Appendix A (Technical Specification of Facility -

' Operating License NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2) regarding the safety-related 125VDC power system.

The proposed amendment adds battery parameter requirements for low specific gravity cells to TS 3.8.2 and differentiates between those parameters for high specific gravity versus those for low specific gravity cells. The use of low specific gravity cells is being pursued as an option in the overall plan to return battery EVCC to service in the most expeditious manner. This amendment will allow low specific gravity cells to be used in the vitai 125VDC system when desired.

It is requested that this amendment be issued in,a timely manner to support the current McGuire units'startup schedule. Unit 1 is currently scheduled to enter Mode 4 on 11/7/96 and Unit 2 on 11/11/96. Thus, approval of this amendment is requested prior to 11///96 to support the earlier Unit I date. Additionally, McGuire requests that the NRC exercise the option of 10CFR50.91(6)(i)(B) and '..use local media to provide.

reasonable notice to the public in the area...' in lieu of the exigent public notification requirements of 10CFR50.91(6)(i)(A). Any delay in approval of this amendment may result in a delay in the return of battery EVCC to service. This would also prevent resumption of operation for the McGuire units and their subsequent increase in power' output to 100% power level.
