Pursuant to 10 CFR 50.4 and 10 CFR 50.90, attached are license amendment requests to

- Appendix A, Technical Specifications, of Facility Operating Licenses NPF-35 and NPF-52 for Duke Power Company's Catawba Nuclear Station Units 1 and 2 respectively.

'Both units' containment process penetration M308 and associated containment isolation valves are currently not in service and serve no function other than providing containment i

integrity. Duke Powei Company plans to implement modifications for both units to i.

remove containment isolation valves RN-429A and RN-432B of penetration M308, remove associated wiring and control room instrumentation to maintain compliance with l

- NUREGs 0700 and 0737, and cut / cap tubing providing Containment Valve Injection Water to these containment isolation valves during Unit I refueling outage IEOC9.

(currently scheduled to begin June,1996) and Unit 2 refueling outage 2EOC8 (currently schedAl to begin March,1997). The Technical Specifications must be revised to delete l

5 these coatainment isolation valves and associated equipment to permit implementation of these modifications.~ Therefore, it is requested that the NRC review and approval of these proposed amendments be completed by May 15,1996, such that the appropriate

procedures changes can be initiated prior to Unit I refueling outage IEOC9.

!.A contains the marked-up Technical Specification amendment pages of the current Catawba Technical Specifications. Catawba's Technical Specifications will soon be divided into two (2) volumes, the first volume specific only to Unit I and the second volume specific only to Unit 2. This is necessary due to the planned Unit I steam generator replacement in June,1996. The Catawba divided Technical Specifications amendment was submitted to your staff July 18,1994 and may be approved prior to NRC approval of this proposed Technical Specification amendment. Therefore, Attachment 1.B contains the affected Technical Specifications pages as they will appear in the divided Technical Specifications. Attachment 2 contains a background and description of the enclosed amendment request. Attachment 3 describes changes to the Technical Specifications and the technicaljustification. Pursuant to 10 CFR 50.91, Attachment 4 provides the analysis performed in accordance with the standards contained in 10 CFR 50.92 which concludes that the requested amendments do not involve a significant hazards consideration. Attachment 4 also contains an environmental impact analysis for the requested amendments. Attachment 5 provides a detailed sketch of modified process penetration M308. Duke Power Company is forwarding a copy of this amendment request package to the appropriate South Carolina state official.
