McGuire Nuclear Station, Units 1 & 2 Docket Nos. 50-369 and 370 Technical Specification Change Pursuant to 10 CFR 50.90, attached is a proposed one-time revision to Technical Specifications 3.6.1.1, 3.6.1.2,

-3.6.1.8, and 3.6.1.9.

This change will allow operation of the Containment Purge Ventilation System during Modes 3 and 4 during startup from the steam generator replacement outage.

j This change will be necessary due to respiratory hazardous i

gases which will jeopardize personnel safety at this time.

A similar request was submitted for Catawba Unit 1 by W. R.

McCollum, Jr.'s letter of January 26, 1996 and supplemented by letter dated May 6, 1996.

The NRC Staff provided a Request For Additional Information on April 26, 1996.

A response was submitted on May 20, 1996 and supplemented on June 5, 1996.

The NRC issued License Amendment 150 for Catawba Unit 1 on July 30, 1996.

The Catawba submittals are, in general, applicable to McGuire with the exception that the McGuire Containment Purge isolation valve actuators are safety related j

as discussed in Attachment 2.

The requested time period for purging during startup has been increased from the 7 days that was approved for Catawba, to 14 days.

This changed was made given the fact that the heat up for Catawba Unit 1 was close to 7 days in duration.

The dose analysis has been revised to reflect McGuire site specific differences and an expected shorted steam generator replacement outage.

Duke Power is requesting review and approval of these changes.

These proposed changes have been reviewed by the McGuire Plant Operations Review Committee and the corporate Nuclear Safety Review Board.
