Duke Energy Corporation Catawba Nuclear Station, Units 1 and 2 Docket Numbers 50-413 and 50-414 Proposed Technical Specifications Amendment Technical Specification 3/4.6.5, Ice Condenser Reduction of Required Ice Weight TAC Numbers MA1301 and MA1302 Pursuant to 10 CFR 50.90, Duke Energy Corporation is requesting an amendment to the Catawba Nuclear Station Facility Operating License and Technical Specifications.

This amendment applies to the Technical Specifications for tre ice condenser requirements regarding stored ice.

S;ecifically, the amendment requests relaxation of the stored ice weight requirements.

It is based on calculations of ice sublimation rates using operating experience and computer methodology.

The proposed amendment for conversion of the current Catawba Technical Specifications to the Catawba Improved Technical Specifications was submitted to the NRC by Duke letter dated May 27, 1997.

The changes proposed in this amendment will apply to both the current Catawba Technical Specifications and the Catawba Improved Technical Specifications.

Consequently, as described below, this amendment package contains the affected pages from both versions of the l

Technical Specifications.

The contents of this amendment package are as follows:

Attachments la and 1b provide a marked copy of the affected current Technical Specifications pages for Catawba Units 1 and 2, respectively, showing the proposed changes.

Attachments 2a and 2b are reprinted pages of the affected I

current Technical Specification 3 pages.

Attachments 2c and 2d provide a revised copy of the Improved Technical Specifications submittal documentation for Catawba Units 1 and 2, respectively, showing the proposed changes.

i Included in Attachments 2c and 2d are revised pages of the current Technical Specifications markups as included in the Improved Technical Specifications conversion submittal.

Also included in Attachments 2c and 2d are revised pages of the affected Improved Technical Specifications pages.

Finally, revised pages of the affected markups of NUREG-1431, Revision 1, Standard Technical Specifications, Westinghouse Plants, are also included in Attachments 2c and 2d.

Pursuant to 10 CFR 50.92, Attachment 4 documents the I

Hazards Considerations.

Pursuant to 10 CFR 51.22 (c) (9), Attachment 5 provides the basis for the categorical exclusion from performing an Environmental Assessment / Impact Statement.

I Implementation of this amendment to the Catawba Facility Operating License and Technical Specifications will impact the Catawba Updated Final Safety Analysis Report (UFSAR).

Necessary changes to the UFSAR will be made in accordance with 10 CFR 50.71(e).

Duke would like to implement the proposed amendment during the Catawba Unit 2 End of Cycle 9 Refueling Outage, which is i

currently scheduled to end on November 17, 1998.

j Consequently, Duke is requesting NRC approval of this i

amendment request by September 15, 1998.

This will allow for timely implementation of this amendment following NRC approval.

In accordance with Duke administrative procedures and the Quality Assurance Program Topical Report, this proposed amendment has been previously reviewed and approved by the Catawba Plant Operations Review Committee and the Duke Corporate Nuclear Safety Review Board.
