Catawba Nuclear Station Docket Numbers 50-413 and -414 Technical Specification Revision to Implement Revised 10 l CFR 50 Appendix J; Supplement By letter dated January 12, 1996, Duke Power submitted proposed changes to Technical Specification 3/4.6.1.2, regarding the frequency of required containment leakrate tests (CLRT). These  ;

changes were proposed in response to the recent revision to 10 l

, CFR Part 50, Appendix J, which provided for a reduced test frequency for qualified containments. The amendment application did not propose changes to Surveillance Requirements 4.6.1.6 and 4.6.1.7, which require inspections of the containment vessel and i the reactor building, respectively. These inspections are to be performed in conjunction with the CLRT. Therefore, extending the interval of the CLRT has the. unacceptable and unintended effect of extending the interval between these required inspections.

Accordingly, attached are proposed changes to SRs 4.6.1.6 and 4.6.1.7, to maintain the frequency for the inspections at L approximately 3 in 10 years. This is consistent with Regulatory Guide 1.163, " Performance-Based containment Leak-Test Program."

The proposed (mark-up) changes to Technical Specifications are included in the Attachment,.as well as new original pages. Note l that a license amendment to separate the current dual-unit Technical coecifications into two volumes (one for each unit) is i under NRC _ 1ew. Therefore, the new original pages are l .provided in both combined (units 1 and 2) and unit-specific L format, to-facilitate issuance regardless of the status of the TS-split amendment.
