Pursuant to 10 CFR 50.4 and 50.90, attached is a proposed license amendment to Appendix A, Technical

, Specifications, of Facility Operating Licenser, NPF-9 and NPF 17 for McGuire Nuclear Station Units 1 and 2, respectively.

'Ihe proposed change would delete the Flow Monitoring System from Technical Specification 3.4.6.1 and its associated surveillance requirements.

Attachment I contains the proposed Technical Specification change. Attachment 2 contains the background andjustification for the proposed change. Attachment 3 contains the analysis performed ir accordance with the standards contained in 10 CFR 50.92, which concludes that the amendment does not involve a Significant Hazards Consideration. Attachment 4 contains the Environmental Impact Analysis.

The proposed amendment has been reviewed by the McGuire Plant Operations Review Committee and the Nuclear Safety Review Board and has been determined to have no adverse safety or environmental impact.

Pursuant to 10 CFR 50.91(b)(1), a copy of this amendment request is being provided to the appropriate North Carolina state official.
