Duke Energy Corporation Catawba Nuclear Station, Units 1 and 2 Docket Numbers 50-413 and 50-414 Proposed Technical Specifications Amendment Technical Specification 3.7.13 Fuel Handling Ventilation Exhaust System (FHVES)

Pursuant to 10 CFR 50.90, Duke Energy Corporation is requesting an amendment to the Catawba Nuclear Station Facility Operating License ~and Technical Specifications (TS). This amendment applies to TS Section 3.7.13 for the l Fuel Handling Ventilation Exhaust System. Specifically, the '

proposed amendment modifies the flowrate specified for Surveillance Requirement (SR) 3.7.13.4 from a value representative of one filter unit / fan to a value representative of an entire FHVES train. There are actually two filter units / fans in each FHVES train. The need for this amendment was discovered while in the process of making I procedure changes associated with Improved TS implementation l at Catawba. Upon Improved TS implementation on January 16, 1999, both trains of FHVES were declared inoperable on each ,

unit. l The contents of this amendment request package are as i follows:

Attachment 1 provides a marked copy of the affected TS and Bases pages for Catawba, showing the proposed changes.

Attachment 2 contains reprinted pages of the affected TS and Bases pages. Attachment 3 provides a description of the proposed changes and technical justification. Pursuant to 10 CFR 50.92, Attachment 4 documents the determination that the amendment contains No Significant Hazards i Considerations. Pursuant to 10 CFR 51.22 (c) (9) , Attachment 1
