Dear Sir:

Pursuant ~to 10 CFR 50.4 and 50.90 please find the attached  !

proposed license amendment to Appendix A (Technical Specifications) of' Facility Operating License NPF-9 and NPF-17 for McGuire Nuclear Station Units l'and 2, respectively. The proposed change will allow continued unit I operation at elevated Containment Lower Compartment l temperatures for a period not to exceed 72 cumulative i hours. The inclusion of this provision will permit additional time for minor repairs should the unit experience an air handling unit failure involving the_ j Containment Lower Compartment Ventilation system (VL). j Performing ~these repairs while the Unit is on-line will avoid an unnecessary forced shutdown and the resulting transient.

Attachment 2 contains a brief description of the system, a .

description of the proposed change,. reasons for the change, J the technical justification, and the safety analysis.  ;

Pursuant to 10 CFR 50.91, Attachment 3 provides the  !

analysis performed in accordance with the standards I contained in 10 CFR 50.92. This analysis concluded that i the proposed change does not involve a significant hazards consideration. Attachment 4 reflects the environmental impact statement.

U.S. Nuclear Regulatory Commission October 22, 1996 i page 2 The proposed amendment will impact Section 6.2 of the McGuire Nuclear Station Updated Final Safety Report (UFSAR). The current UFSAR assumes an initial temperature of 125 F. This section is currently scheduled to be I updated with the methodology approved in the DPC-NE-3004-P topical report. The revised Peak Containment Temperature i Transient will assume 135 F as an initial temperature. l Additionally, the proposed amendment has been reviewed and ;

approved by the McGuire Plant Oversight Review Committee and the Nuclear Safety Review Board. )

By copy of this submittal, the amendment request application and No Significant Hazards Consideration Evaluation has been forwarded to the appropriate North Carolina state official.

As a final note, we request that the effective implementation date of the proposed amendment be scheduled ,

30 days after the actual staff approval date to permit  !

review by Regulatory Compliance personnel prior to $

implementation.
