McGuire Nuclear Station, Units 1 and 2 Docket Numbers 50-369 and 50-370 Proposed Technical Specification Amendment TO 3.7.1.1 - Main Steam Safety Valves Pursuant to 10 CFR 50.90, attached is a proposed Technical Specification amendment, to revise the Power Range Neutron Flux High Trip setpoints in the event of' inoperable main steam safety valves. The new values are more conservative than the values-

currently in Technical Specifications, and are at present being administratively implemented. These changes will apply to the current Technical Specifications, as well as to the Improved Standard Technical Specifications (ISTS) submitted to NRC on 5/27/97. Also included in this proposed Technical Specification amendment is the deletion of the references to 3-loop operation in current-Technical Specification 3;7.1.1(b) and Table 3.7-2. This deletion is consistent with 5/27/97 ISTS.

A 10 CFR 50.72 notification to the NRC was made on March 20, 1997 to report a possible error in this Technical Specification. As a result of this error, administrative controls were implemented to address the concern. Licensee Event Report (LER) 369/97-04, Revision.O'was submitted to the NRC on April 18, 1997, and Revision 1 was submitted to the NRC on June 2, 1997. Subsequent plant specific analysis confirmed that existing power level restrictions for inoperable main steam safety valves were non-conservative, and new values were calculated.

Attachment IV contains an analysis which supports a finding ~of No Signifi: ant Hazards, and Attachment V provides an environmental assessment. The proposed amendment requires changes

to the UFSAR. The UFSAR changes will be submitted via 10 CFR 50 71(e)-requirements.

Thisl amendment request has been reviewed by the McGuire Plant

. Operations Review Committee and the corporate Nuclear Safety Review Board.

By copy of this letter, the State of North Carolina has been notified of'this proposed Technical Specification amendment.
