Duke Energy Corporation Catawba Nuclear Station, Units 1 and 2 Docket Numbers 50-413 and 50-414 Proposed Improved Technical Specifications Amendment hI Technical Specification 3.8.3 Diesel Generator Lube Oil TAC Numbers MA4243 and MA4244 Pursuant to 10 CFR 50.90, Duke Energy Corporation is requesting an amendment to the Catawba Nuclear Station

, Facility Operating License and Improved Technical Specifications (ITS). This amendment applies to ITS Section 3.8.3 for the Diesel Generator Lube Oil System.

Specifically, the proposed amendment modifies the inventory requirements for the Diesel Generator Lube Oil System. The requirements presently specified in ITS Seccion 3.8.3 were developed based on incorrect information in the Catawba Updated Final Safety Analysis Report (UFSAR) for the system.

The erroneous information was discovered while making ITS implementation related procedure changes for the system.

The contents of this amendment request package are as follows:

Attachment 1 provides a marked copy of the affected ITS and 3 Bases pages for Catawba, sNwing the proposed changes. l

. Attachment 2 contains reprinted pages of the affected ITS and Bases pages. Attachment 3 provides a description of the proposed changes and technical justification. Pursuant to 10 CFR 50.92, Attachment 4 documents the determination that the amendment contains No Significant Hazards hd Considerations. Pursuant to 10 CFR 51.22 (c) (9) , Attachment 5 provides the basis for the categorical exclusion from performing an Environmental Assessment / Impact Statement.

1 Implementation.of this amendment to the Catawba Facility Operating License and ITS will impact the Catawba UFSAR.

Necessary UFSAR changes will be submitted in accordance with 10 CFR 50.71(e).

I Duke is requesting NRC review and approval of this amendment

. request by January 10, 1999, in order to support timely implementation of the ITS at Catawba. Catawba is scheduled to implement ITS on January 16, 1999.

l In accordance with Duke administrative procedures and the Quality Assurance' Program Topical Report, this proposed amendment has been previously reviewed and approved by the j Catawba Plant Operations Review Committee and the Duke i Corporate Nuclear Safety Review Board. l Pursuant to 10 CFR 50.91, a copy of this proposed amendment is being sent to the appropriate State of South Carolina official.
