Pursuant to 10 CFR 50.90, Duke. Energy Corporation is requesting an amendment to the Catawba Nuclear Station Facility Operating License and Technical Specifications (TS). This amendment applies to TS Section 3.8.4 for DC  ;

Sources - Operating. Specifically, the proposed amendment modifies Surveillance Requirements (SRs) 3.8.4.8 and 3.8.4.9 and SR 3.8.4.8 Bases to allow testing of the DC channel batteries with the units on line. The proposed change to SR 3.8.4.8'will also prohibit the diesel generator (DG) batteries from being service tested while the units are on line. The attached justification supports these proposed changes.

The contents of this amendment request package are as follows:

Attachment 1 provides a marked copy of the affected TS and Bases pages for Catawba, showing the proposed changes.

Attachment 2 contains reprinted pages of the affected TS and Bases pages. Attachment 3 provides a description of the proposed changes and technical justification. Pursuant to 10 CFR 50.92, Attachment 4 documents the determination that the amendment contains No Significant Hazards Considerations. Pursuant to 10 CFR 51.22 (c) (9) , Attachment 5 provides the basis for the categorical exclusion from performing an Environmental Assessment / Impact Statement.

. i - i U.S. Nuclear Regulatory Commission Page 2 September 16, 1999 Implementation of this amendment to the Catawba Facility Operating License and TS will impact the Catawba Updated Final Safety Analysis Report (UFSAR). Necessary UFSAR changes will be submitted in accordance with 10 CFR 50.71(e).

Duke is requesting NRC review and approval of this proposed

. amendment by December 31', 1999, so that it may be implemented in conjunction with the Catawba Unit 2 End-of-Cycle 10 Refueling Outage. This amendment will allow i increased outage scheduling flexibility and will result in a l cost savings by allowing the DC channel battery testing to

'be conducted with the units on line.

In accordance with Duke administrative procedures and the Quality Assurance Program Topical Report, this proposed amendment has been previously reviewed and approved by the Catawba' Plant Operations Review Committee and the Duke ,

Corporate Nuclear Safety Review Board. I
