Pursuant to 10 CFR 50.4 and 50.90, please find attached proposed license amendments to Appendix A (Technical Specifications) of Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station, and Facility Operating Licenses NPF-35 and NPF-52'for Catawba Nuclear Station. '
The proposed changes significantly improve the TS Action Statements and Surveillance Requirements for the diesel generators (DG) by incorporating guidance and recommendations (as applicable to DGs) contained in NUREG-1366, " Improvements to-Technical Specifications Surveillance Requirements," Generic Letter-(GL) 93-05, "Line-Item Technical Specifications Improvements to Reduce Surveillance Requirements for Testing During Power Operations," GL 94-01, " Removal of Accelerated testing and Special Reporting Requirements for Emergency Diesel i Generators," and NUREG-1431, " Revised Standard Technical Specifications for Westinghouse PWRs". The proposed changes can be grouped into 5 categories: 1/ changes in accordance with GL '
93-05, 2/ changes in accordance with GL 94-01, 3/ changes in accordance with UUREG-1431 (more stringent, less stringent), 4/ ;
other technical changes, and 5/ pure administrative changes. ; is a matrix summarizing all the changes with their !

GL 94-01 requires licensees who remove the TS provisions for l accelerated DG testing and special reporting to implement within 90 days of the issuance of the license amendment a maintenance program for monitoring and maintaining DG performance consistent I with the provisions of 10 CFR 50.65, " Requirements for Monitoring I the Effectiveness of Maintenance at Nuclear Power Plants," and the guidance (as applicable to DGs) of Regulatory Guide (RG) 1.160, " Monitoring the Effectiveness of Maintenance at Nuclear i Power Plants." These maintenance programs will be implemented at !
McGuire and Catawba no later than July 10, 1996 as required by 10 CFR 50.65. It is requested that the implementation date for these TS amendments be within 90 days of the issuance of the mmendments to provide enough time to implement the changes.
Attachments 2a and 2b contain the marked TS pages for McGuire and Catawba, respectively. Attachment 3 contains the item-by-item technical justification for the proposed changes for both McGuire and Catawba. Attachment 4 contains the safety analysis for both McGuire and Catawba. Pursuant to 10 CFR 50.91, Attachment 5 provides the analysis performed in accordance with the standards contained in 10 CFR 50.92. This analysis concludes that the
,roposed amendments do not involve a significant hazards !
consideration for either McGuire or Catawba. Attachments 6a and l 6b contain the final TS pages for McGuire and Catawba, respectively. By copy of this submittal, this amendment request application and No Significant Hazards Consideration Evaluation are being forwarded to the appropriate North Carolina and South Carolina State' Officials.
