Duke Energy Corporation McGuire Nuclear Station Units 1 and 2 Docket No. 50-369 and 50-370 Proposed Amendment to Technical Specifications (TS) 3.3.1 for Reactor Trip System Instrumentation Pursuant to 10CFR50.90, this letter submits a license amendment raquest (LAR) for McGuire Nuclear Station Facility Operating Licenses (FOL) NPF-9 and NPF-17, Appendix A (Technical Specifications).

The prcposed change expands the allowable values for Interlocks P-6 (Intermediate Range Neutron Flux) and P-10 (Power Range Neutron Flux) in TS 3.3.1, Table 3.3.1-1, Function 16, Reactor Trip System Interlocks, as follows:

Inter 3 >ck P-10 :

Current Range: 3 9% Rated Thermal Power (RTP) and 5 11% RTP.

Proposed Range: 3 7% RTP and 5 11% RTP.

2.

Interlock P-6:

Current Range: 3 6E-11 amp.

Proposed Range: 2 4E-11 amp.

The current allowable values are inadequate with respect to the Westinghouse recommended deadband between the trip and reset setpoints and an allowance for instrument drift.

The expanded range will allow the trip setpoint to be set near the nominal value instead of near the upper value of the allowable range and the reset setpoint to be set within the allowable range with an adequate deadband between trip and reset setpoints as recommended by atinghouse.

Pursuant to 10CFR50.92, Attachment 4 documents the determination that the amendment contains No Significant Hazards Considerations.

Pursuant to 10CFR51.22 (c) (9), Attachment 5 provides the basis for the categorical exclusion from performing an Environmental Assessment / Impact Statement.

i Implementation of this amendment to the McGuira Facility Operating License and Technical Specifications will not impact the McGuire UFSAR.

The Bases for the Technical Specifications are not affected by this amendment request.

Operations Review Committee and the Duke Corporate Nuclear Safety 1

Review Board.
