ENCLOSURE 1 NOTICE OF VIOLATION Alabama Power Company Docket Nos. 50-348, 364 Farley License Nos. NPF-2, 8 During the Nuclear Regulatory Comission (NRC) inspection conducted on January 26 - 30, 1987, a violation of NRC requirements was identified. The violation involved failure to follow procedure regarding measurement and test equipment. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:

10 CFR 50, Appendix B, Criterion V, and the accepted QA program (FNP-FSAR Section 17.2.5) collectively require that activities affecting quality shall be accomplished in accordante with procedures. The licensee's procedure TNP-0-AP-11, Control and Calibration of Test, Test Instrumentation and Plant Instrumentation (Revision 6), controls the calibration of Instrument and Control Group Measuring and Test Equipment.

(1) Paragraph 4.11.1 of this procedure required that temperature and l humidity be held to specified limits during calibration of safety-related Measuring and Test Equipment.

Controlled Areas were calibrated without the environment being l controlled to the specified limits or without verifying the accept-ability of the existing environmental conditions met the specified limits. i I

(2) Paragraph 4.8 of the procedure required that for Measuring and Test I Equipment found out-of-calibration during recalibration that an evaluation be performed to ascertain the need for recalibration of shop or field instruments on which the deficient Measuring and Test Equipment had been used. The paragraph set time period limits for the evaluation from the time the equipment was discovered to be out-of-tolerance.

Contrary to the above, for multiple measuring and test equipment, the evaluation tine limit was exceeded.

This is a Severity Level V violation (Supplement 2).

License Nos. NPF-2, 8 Pursuant to the provisions of 10 CFR 2.201, Alabama Power Company is hereby required to submit to this Office within 30 days of the date of the letter

transmitting this Notice a written statement or explanation in reply including for each violation
(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending the response time.
