Dear Mr. Grimsley:

On June 19, 1984, the Public Utilities Commission of the State .of California requested copies of all statements, comments, interview notes, minutes, transcripts or tapes used, reviewed or relied upon in preparing Case Study C of the Ford Amendment Report (NURG-1055), pursuant to the Freedom of Information Act, 5 U.S.C. 5552.

The Commission explained in this request, and in a phone conversation of July 10, 1984, that the Public Utilities Commission has an urgent need for such information as part of our review of the reasonableness of Diablo Canyon management practices. Mr. Mark Fogelman,'PUC Staff Counsel, reiterated our need for this information in more recent telephone conversations with NRC staff, and by letter of December 26, 1985. To date, we have not received compliance with our request.

We are writing again to reiterate our need and our right of access to this information. In particular, we request the following additional information, not previously provided:

1. Interview notes taken during on-site visits to Diablo Canyon. One of the documents you sent us (P33, "Ouality .

Assurance Case Study Working Paper - Site Specific Information")

indicates that in preparation of Case Study C, W.P. Altman, E. Bradford, K.C. Caroll, H. Harty, R.M. Kleckner, and M.G.

Patrick, of the NRC Case S.tudy Team, visited Pacific Gas and Electric Company's corporate headqitarters and.the Diablo Canyon plant site on January 24-28, 1983. During their visit they talked to the following Diablo Canyon project personnel:
