Dear Chairman Palladino:
As chairman of the California Senate Energy and Pub.lic Utilities Committee, a number of serious allegations have been brought to my attention which raise questions about the safety of operating 3
Diablo Canyon nuclear.powerplant.
I urge you to take extraordinary steps to investigate all allegations of inadequacy in the quality assurance program at Diablo Canyon, in order to allay the public concern about the safety of opening that facility.
It is my understanding that recent allegations by workers at Diablo Canyon point to deficiencies in the execution of the two-year design reverification program.
They have further charged that records have been destroyed and falsified, and workers who report mistakes have been threatened with retaliation.
I am asking the Nuclear Regulatory Commission to authorize your Office of Investigations to completely investigate all allegations of inadequacy in the operation of the quality assurance program at Diablo Canyon, including the charges by plant employees.
In addition, I ask that an independent body be charged with the following two responsibilities:
first, to conduct an independent audit of the entire P.G.& E./Bechtel design review and second, to reinspect all safety related hardware on the plant.
This independent review, coupled with a complete internal investigation of recent allegations, will assure the public that this plant is in fact safe to operate.

Finally, I ask that you keep me informed of any actions which you take in this regard so that I may inform the other members of my committee who are concerned about the safety asp,ects of operating Diablo Canyon.
