Dear Chair Palladino,
As a California State Assemblyman and concerned citizen I have been following the developments at the Diablo Canyon Nuclear Power Plant.
I understand that in the last two years 7,500 repairs have been made.
These were deemed necessary after the Nuclear Regulatory Commission had issued Diablo Canyon's original low-power test license.
I would ask that after such an extensive repair period that you not hold re-licensing hearings until all the required safety hearings and design reviews have been completed.
To proceed with re-licensing hearings before these processes have been finished does not seem to be proper or in the public interest.
Reasonable assurances of safety by PG&E or consultants are no substitute for full safety and design reviews.
If safety and design reviews will not begin until late October, then the re-licensing hearing on September 21st should be postponed.
Public concern about this facility has been demonstrated and I would hope you would take every precaution to include all relevant information before deciding to re-license Diablo Canyon.
Delaying the hearing is an important and necessay step if the Nuclear Regulatory Commission is planning to proceed in the most thoughtful and wise manner.
This PG&E project has a well-kncwn record for the discovery of crucial information after important decisions by the NRC were made, the Hosgri earthquake fault and the mirror-image problem are just two examples.
