Dear Chairman Palladino,

i I am very concerned about the prospect of a premature licensing of.the Diablo Canyon Nuclear Power Plant.

Given the

history of problems and mistakes at this plant, I urge you to hold off on a licensing decision until the completion and evaluation of all safety hearings, and the completion and evaluation of the design review you ordered in 1981.

It is in the interests of the both the public and the NRC to resolve all safety questions at this plant before it is licensed to operate.

Given the serious and well documented nature of many of the allegations, and the fact that they relate to issues which were not uncovered and/or corrected during the course of the two-year long design verification program (ordered after PG&E lost its license for Diablo Canyon in 1981), I would like to see the NRC complete the following steps before authorizing plant operation:

1)

Completion of an investigation by the Office of Investigations in the NRC into the causes of the quality assurance / quality control breakdown at Diablo Canyon.

2)

An independent audit of the entire PG&E/Bechtel design review.

3)

An independent body conduct a comprehensive quality control reinspection of all safety related hardware in the plant.

In short, a nuclear plant that sits next to an active earthquake fault, in a seismically active area must be subjected to the most rigorous standards if the health and safety of California residents are to be adequately protected.
