Dear Mr. Palladino:

The City Council of San Luis Obispo wishes to reiterate its concerns, regarding the possible premature licensing of the Diablo Canyon Nuclear Power Plant, that were expressed in Resolution 5065 (1983 series) passed-in March 1983 (copy attached).

We are dedicated to the concept that government is responsible for allowing adequate public input and for the health and safety of its citizens; therefore, we urgently request that all reports be received and verified, that public hearings be completed and analyzed, and that the Nuclear Regulatory Commission be fully satisfied regarding full compliance by the plant operators before you issue a low power license for Diablo.

RESOLUTION NO.5065(1983 Series)

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO REQUESTING THE NUCLEAR REGULATORY COMHISSION DEFER RELICENSING OF DIABLO CANYON POWER PLANT UNTIL REVERIFICATION PROGRAM AND SAFETY STUDIES ARE COMPLETED WHEREAS the Diablo Canyon power plant has been the subject of a reverification analysis of its seismic safety as required by the U.S.

Nuclear Regulatory Commission (NRC); and WHEREAS the NRC recently adopted a licensing schedule which permits restoration of the plant's license and fuel loading before the reverifi-cation program is completed, before the results are analyzed, and before

mented; and

=WHEREAS the licensing schedule for the plant also has no provision for the completion of studies of three plant safety systems ordered by the NRC, nor for the analysis of those studies, nor for the implementation of their recommendations; THEREFORE, BE IT RESOLVED that the City Council of the City of San Luis Obispo urges, in the interest of the public's health and safety, that licensing, foel loading or operation of the Diablo Canyon power plant be deferred until the reverification program and safety studies commissioned by the NRC are finished; the plant is proven to be safe; and all plant isodifications to safety related structures, systems, and components are completed.

The City Clerk shall furnish copies of this resolutica to:
