Dear Chairman Palladino:
I am alarmed about the prospect of a premature decision'to license the Diablo Canyon Nuclear Power Plant for operation.
Numerous allegations by plant workers and concerned citizens regarding potential safety problems at that plant have been brought to my attention.
Until these potential hazards are in-

vestigated thoroughly, I believe it would be a grave error to license the Diablo Canyon Plant.
Questions about public safety must be resolved prior to operation of this plant.
The NRC will benefit from public sup-port if it demonstrates its commitment to insuring public safety.
I respectfully urge the NRC to carefully investigate alleged safety problems and violations prior to licensing of the plant.
l Also, I favor the development of on-going safety review procedures that would include provisions for public oversight of the Diablo Canyon Nuclear Power Plant operations.
