Dear Dr. Palladino:
I am writing to urge that the Nuclear Regulatory Commission proceed without delay with the regulatory steps necessary to allow the loading of fuel, low-power testing, and commercial operation of the Pacific Gas and Electric Company's Diablo Canyon Nuclear Power Plant.
It is my understanding that all s
of the necessary design reviews have been completed and that the staff of the Nuclear Regulatory Commission and independent consultants have established that the Diablo Canyon facility is safe and ready for fuel loading.
Recent news articles indicate that opponents are seeking to delay the licensure of the plant.
Since the Diablo Canyon facility is probably the most exhaustively examined nuclear facility in the nation, I do not understand the need for further delay and am requesting that you grant approval as soon as possible.
As a member of the California State Senate Energy and Public Utilities Committee since 1967, I know the benefits to be realized by P G & E's customers in Northern California and Central California when this plant is in operation and, there-fore, believe that further procedural delays do not benefit the consumers.
