Dear Mr. Palladino:

It is my understanding that the Nuclear Regulatory Commission is considering a decision to restore Pacific Gps and Electric Company's operating license at Diablo, and that an independent review team, together with your staff, have found the plant to be safe and ready for fuel loading.

It is also my under-standing that because of the corrective work which has been done at the plant and the favorable reports received by your commission on that work, that your staff has recommended that Pacific Gas and Electric be allowed to proceed with the loading of fuel and to receive their low-power test license.

That is good news' As Chairman of the Energy Subcommittee of the Senate Energy and Public Utilities Committee, and as one who in the past has held hearings on the problems of coal as an electrical energy fuel, the prospect of your approving the Diablo Nuclear facility is encouraging.

With the National Academy of Scientists' Report delineating the problems of coal and supporting the need for nuclear power in this country, I hope your commission will act promptly on this matter so that we in California can begin to benefit from the production of energy from this plant.
