Dear Chairman Palladino:
Please make immediate note of my objections that the Nuclear Regulatory Commission not authorize plant operations at the Diablo Canyon Nuclear Plant until certain serious allegations have been resolved.
Mainly I call upon the Office of Investigations within the NRC to look into the causes of the quality assurance / quality control breakdown at Diablo Canyon.
In addition, I recommend an independent body to conduct an independent audit of the entire Pacific Gas and Electric /Bechtel design review, including a provision for a broad public oversight committee.
And lastly, an independent body should conduct a comprehensive quality control reinspection of all safety related hardware at the Mt. Diablo facility.
I view these actions as ne e ary to assure safe plant operation.
