Dear Mr. Palladino:
I understand the Nuclear Regulatory Commission will shortly consider relicensing the Diablo Canyon nuclear power plant.
Given the history of persistent design and construction problems at this facility and the potentially catastrophic consequences of an erroneous decision by the NRC, it seems inappropriate to consider licensing prior to the NRC hearings on design problems.
The residents in the counties around Diablo Canyon are understandably concerned about the question of the safety of thi's facility.
Any decision to relicense, made before the completion of the design review, can only increase public concerns about the adequacy and objectivity of the NRC in this matter.
I urge you to complete all appropriate reviews of design and.
construction before considering any proposal to relicense Diablo Canyon.
Anything less will only damage the NRC's credibility and further exacerbate public fears about the dangers of this plant.
