Dear Chairman Paliadino:

It has come to my attention that the NRC is considering making a re-licensing decision regarding Diablo Canyon prior to the completion of both a major design review and safety hearings. I would respectfully suggest that such an action would be premature. The NRC has acted prudently up to this point, ensuring that all aspects of this troubled facility are fully explored prior to making a re-licensing decision. I have been led to believe that ongoing safety related studies will in fact be completed within the very near future. If this is true, there would seem to be no compelling reason why the Commission should act in the absence of the findings of these studies, particularly if these studies indicace that further modifications of the facility are necessary to ensure the health and safety of all Californians. I would respectfully request that the Commission postpone any decision ,n re-licensing Diablo Canyon until the Commission ordered sarety and design-related studies are completed.
