Dear Chairman Palladino:
My cttention has been directed by representatives of the Govern-ment Accountability Project and Mothers for Peace that the Commission nas, within the past few months, received numerous allegations by plant workers and others concerning quality assurance and control aspects of the Diablo Canyon nuclear project.
According to Pacific Gas and Electric Company, the plant is now ready to operate and awaits only final licensure.
I believe it is in the intereat of the public as well as the utility concerned to investigate these serious allegations in-cluding their origin and the means by which the utility has responded.
In those instances where allegations touch upon specific design and implementation aspects of the project, those specifics need independent investigation prior to licensure.
If a pattern of insufficient quality control and assurance exists, then the entire safety system needs independent reexamination.
