Dear Chairman Palladino,

I understand that within the past three months, the Nuclear Regulatory Commicsion and the Intervenors in the licensing proceedings for the Diablo Canyon nuclear plant have received over one hundred allegations by plant workers regarding safety problems at the nuclear plant and management cover-ups.

I am appalled that the NRC is considering the authorization of operation of the plant before a full investigation of these allegations is conducted.

I am requesting that the NRC require three steps before authorizing the operation of the plant:

1.

An independent design review audit.

2.

A comprehensive quality control reinspection of the plant.

3.

An investigation to get to the root of these ap'parently.

overwhelming problems.
