Dear Chairman Palladino:

The history of the Diablo Canyon Nuclear Power Plant is truly remarkable.

Time after time, the same cycle of events is repeated.

First, significant flaws in design and execution are discovered.

These are analyzed and corrected, and a statement issued that now, at last, everything is under control.

But then, it seems, the cycle repeats.

New defects are found, analyzed and corrected, and so on, ad infinitum.

This pattern has produced widespread concern and skepticism about Diablo.

Most recently, scores of new allegations about safety and poor quality have been made by workers at the site.

Some of these employees have even lodged accusations of intimidation, falsification of records and other grave violations of federal law.

Therefore, it would appear that public safety and public confidence require that Diablo not be allowed to operate--even at low power--until these questioned matters are cleared up.

The charges should be looked into by the Office of Investigation of the Nuclear Regulatory Commission and the design thoroughly reviewed bv an independent, broadly based public body.
