Clarification Of The Role Of FEMA In Relationship To All Other Federal Agencies At a recent meeting conducted by the State Office Of Emergency Services in San Clemente, several representatives of federal agencies were prasent to discuss 'with us their perceived roles in the event of the enactment of the federal disaster plan resulting from a nuclear power plant accident. As a representative of the Interjurisdictional Planning Committee for the agencies surrouncing the San Onofre Nuclear Generating Station, we found this meeting to be most informative and meaningful to our planning effort.

After that meeting, our IJPC met on its regularly scheduled basis and a discussion was conducted by those of us present with the remaining agencies regarding some of the possibilities and implications of the information provided by the federal agencies at our joint meeting.

The purpose of this correspondence is to provide official documentation of the IJPC's point of view relative to the activation and deployment of the resources presented to us. We are most concerned that two major issues be dealt with directly.

First and foremost of these is the IJPC feels most strongly that the provisions of public law that direct FEMA to coordinate the offsite response of all agencies must be adhered to strictly. We are hereby

t concerned that with the proliferation of these types of dose j assessment computer programs that someone could inadvertently leak a recommendation to the pubile that is contradictory to the information that we will be processing in the local E0C's.

Inasmuch as a responsibility to naplement and monitor any protective action guideline that is for the public remains a responsibility of local government, we feel we have the right to control any information that is given out that will result in activation of alert and warning devices or the decision to institute protective actions on the part of the public. We are most pleased to see that the federal government is prepared to mobilize a tremendous number of resource: to support the decisions that we feel we may ultimately have to make in the event of an accident.

The purpose of this correspondence is to clarify our point of view that coordination of these resources is more important to us than numbers. In view of the fact that .none of these agencies, other than FEMA, '1 ave been actively involved with us in the exercising and planning mode, we respectfully forward this communications to your attention to assure that you are both aware of our concerns and advised of the course of action we will probably seek in the event that there is a real emergency.
