Dear Chairman Palladino:
w It has been brought to my attention that within the past three months the Nuclear Regulatory Commission and citizens groups concerned with the licensing proceedings for the Diablo Canyon nuclear power plant have received more than 100 allegations by plant workers about potential safety prchlems.
The allegations portray a project where quality assurance and quality control have suffered a serious breakdown which the NRC has not fully investigated prior to licensing approval.
The serious and well documented nature of many of these worker reports are of the utmost concern to me as Vice-Chairman of the Assembly Labor and Employment Committee.
The allegations relate to issues which were not uncovered and/or corrected during the course of the two-yea _. design verification program.
In November, 1983, I wrote to you about the alarming lack of investigation into these problems and have received no reply to date.
It is in the best interests of both the public and the NRC to resolve all safety questions at this plant before it is licensed to operate.
Specifically, the following steps should be completed before the NRC authorizes plant operation:

Chairman Palladino Page Two January 19, 1984 including charges of~ retaliation against workers who report problems or mistakes, the falsification and destruction of records, and worker health and safety violations.
- 2. Conduct an independent audit of the entire design review by an independent body, including a provision for a broad public oversight committee.
- 3. Conduct a comprehensive quality control inspection of all safety related hardware in the plant utilizing an independent review body.
Completion of these evaluations and investigations, and a resolution of the problems which have been uncovered is vital to assure the safety of the plant workers and all Californians.
