Dear Mr. Paperiello:

General Atomics is requesting NRC approval for three (3) changes to its Radiological Contingency Plan dated October 1997. The changes requested are (1) to decrease the frequency of refresher training on the Radiological Contingency Plan from annual to every 2 years, (2) to decrease the frequency of a drill / exercise from annual to every 2 years and (3) decrease the familiarization visits of participating off-site response organizations to GA from annual to every two (2) years. These changes may be viewed as a decrease in the i effectiveness of the Plan; therefore, NRC approvalis being requested.

For your convenience in reviewing the Plan, a list of each change and the corresponding section is also enclosed ch ig with justification for the changes. GA believes these changes are justified based on the folle ng: (1) Process operations are no longer authorized, (2) GA is in a

" possession only" mode of operation, (3) the risk of a radiological emergency situation has been greatly reduced due to a decrease in the inventory of SNM and other radioactive materials at GA, and (4) updates to the Plan are distributed to key emergency personnel to ensure that they are kept current with Pian changes. These updates include a summary of the changes made to the Plan and justification for such changes.

The Manager, Health Physics will continue to review the Radiological Contingency Plan on a1 annual basis. In addition, the facility Emergency Response and Recovery Directors will continue to review their facility emergency plans and/or implementing procedures also on an annual basis.
