Dear Mr. Adams:
This letter is in response to your recent request for additional information (Ref.1) regarding General Atomics' (GA's) submittal of a decommissioning plan and request for termination ofits TRIGA* Mark I and Mark F non-power reactor licenses R-38 and R-67. There were twenty-six (26) items in your request for additional information. While GA has prepared responses to each of the twenty-six items, the purpose of this letter is to address only Item No. 6. This item is being addressed separately because it is the only item for which the response involves proprietary information.
Item No. 6 asked GA to " provide information that shows that General Atomics Technologies Corporation has been meeting the terne 'md conditions of their external sinkingfimd discussed in your submittal ofMay 20,1996 (Referente 10.5). If the sinkingfund does not contain sufficientfunds to carry out decommissioning. where will actualfunds comefromfor decommissioning activities?"

The agreement referenced in GA's May 20,1996 submittal required GA to establish two (2) external Sinking Funds with a recognized financial institution. One of these two Sinking Funds was

NRC Docuwwnt Control Desk November 20,1998 38/67-3009 page 2 As discussed in GA's May 20,1996 submittal, the external Sinking Funds are supplemented with a parent company guarantee. Thus, if the actual costs of decommissioning should exceed the amount of funds in the external Sinking Fund accounts, GA has provided (Ref. 2) financial assurance, in the form of a parent company guarantee, that sufficient other funds will be made available. This combination of external Sinking Funds plus parent company guarantee is the alternative method of compliance with the financial assurance regulations that the NRC approved ( Ref. 3).
As set forth in the enclosed Affidavit of James R. Edwards, Esq., Vice President and General Counsel of General Atomics, GA requests that certain information contained in the enclosures be treated as proprietary information under the provisions of 10 CFR 2.790. GA is a privately-held company and the enciosures contain sensitive financial information. A version of the enclosures suitable for the Public Document Room are also enclosed and marked "PDR COPY."

Dear Tony:
I would like to address a slight problem conceming these two accounts.
When you receive and review the Permanent Account statement for October you will find the market value at the end of the month to be less thanM On occasion, I have not been able to accurately price the Treasury Note in the Permanent Account on the last day of each month. This problem doesn't happen each month, only some months, usually where the month end is on a weekend. This makes it somewhat difficult to transfer the amount needed, if any, to bring the account balance tom (formerly M It happened this month so today the funds were transferred from the j
Current Account to the Permanent Account to bring the balance up to them figure.
Are there any problems if the funds are transferred on the first day of a month from the Current Account to the Permanent Account when they can't be transferred on the last day of a month? Please let me know on this matter.
