Dear Mr. Miraglia,

Attached for your information and review is the District's Procurement Engineering Assessment Plan to address both specific and generic actions relating to restart and long range issues.

The main objectives of this Assessment Plan are to:

o Provide SMUD management with additional confidence that installed plant equipment will meet design requirements and provide for safe plant operation, o Address the concerns identified during the January 4 through 14, 1988, inspection by the NRC Procurement Materials Control team.

We believe that the actions and activities of the above noted Assessment Plan will adequately satisfy the concerns identified.
