Dear Sirs:

The Sacramento Municipal Utility District hereby provides supplemen-tal information with regard to Generic Letter 86-04, "Policy Statement on Engineering Expertise on Shift," dated February 13, 1986. This letter revises the District's original response to the Generic Letter (John Ward to Syd Minor, dated May 16, 1986) concerning equivalent education requirements for Shift Technical Advisors.

Rancho Seco Technical Specification 6.3.1, Facility Staff Quali-fications, rc'aires the Shift Technical Advisor (Operations Technical Advisor at Rancho Seco) to have "...a bachelor's degree or equivalent in a scientific or engineering discipline." This educational requirement is identical to that stated in NUREG-0737, Supplement 1, Item I.A.l.1, Shift Technical Advisor.

The District has established the following position for education equivalency with respect to Operations Technical Advisors (OTAs).

Equivalents to a bachelor's degree in a scientific or engineering discipline include:

1. Bachelor's degree in engineering from an accredited institu-tion, or
2. Professional Engineer's license obtained by successful completion of the Professional Engineer examination, or
3. Bachelor's decree in engineering technology from an accred-ited institution, including course work in the physical, mathematical, or engineering sciences, or 0

4. Bachelor's degree in a physical science from an accredited institution, including course work in the physical, mathe-matical, or engineering sciences.

These educational alternatives to a bachelor's degree in an engi-neering or scientific discipline were adopted from the "NRC Com-mission Policy Statement on Engineering Expertise on Shift."
