This LER is submitted pursuant to 10CFR50.73(a)(2)(ii). ,

i This supplemental report includes additional piping that have been determined, as a result of  !

ongoing Northeast Utilities Significant Operating Event Report (NUSOER) 92-02 Program  !

review, to be not seismically qualified. On November 13, 1996, it was discovered that several additional piping lines that form part of the Feedwater, Fuel Pool Cooling, Low Pressure Coolant Injection, Isolation Condenser, and Reactor Water Cleanup systems are not seismically qualified.

The Commitments have been moved from the LER form to this letter. The date for completion of Commitment No. B15917-2 has been changed to January 30,1997. Also, a new Commitment No.

B16049-1 has been added.

The following are NNECO's commitments made within this letter. All other statements made 1

within this letter are for information only.

U.S. Nuclear Regulatory Commission B16049\Page 2 of 2 B16049-1 NNECO commits to perform an analysis of the cumulative effects of the results of effons which are reviewing the seismic adequacy of Millstone Unit No. I systems and components on credited safe shutdown methods. This review will be initiated upon completion of seismic evaluation programs, and will be completed by June 30,1997.
